75 years of the Universal Declaration of Human rights
(LLCT) - The 1948 Universal Declaration of Human Rights represents a common understanding of human rights among nations, establishing basic standards and principles of human rights and crystallizing the cultural values regarding human rights in the world. However, the Declaration also has historical limitations; emphasizing universality but ignoring the specificity of human rights; focusing on individual rights but neglecting collective rights and presenting a simplified relationship between rights and obligations. Currently, based on the achievements, limitations, and inadequacies in implementing the Declaration, Vietnam is continuing to strengthen international cooperation to actively contribute to solving global human rights issues and building and perfecting the legal basis to ensure human rights.
Promoting public participation in commune investment decisions: The case of Nam Dinh province
(PTOJ) - Participation is a pillar of governance. This paper aimes to present the case of participatory investment decision-making in the commune governments in Nam Dinh province, using the theories on decision-making and public participation. Local governments in Nam Dinh province promoted public participation in the early stages of decision making; however, disparities between the government’s efforts in involving the people in local decision-making and the reality of public participation still continue.

(LLCT) - In order to improve the quality of education and training, a correct conception about teachers' status and the institutionalization of the conception into the regulations plays an important role, which has an impact on the quality of education in many countries. Global and Vietnamese concepts of teachers' status share many similarities while possessing many differences as well. Vietnam needs a synchronous solution to continue affirming and raising teachers' status (regarding remuneration, salary, education - training, and working environment) to contribute to fundamental and comprehensive reforms of education and training.

Mass mobilization work in the South - a contributing factor to generate synergy in the resistance war against the US for national salvation (1954-1975)
(PTOJ) - The resistance war against the US for national salvation is known as the great epic of the Vietnamese people’s war in the 20th century. It was the triumph of the all-people, comprehensive, long-term resistance war, which was the combination of the highly promoted synergy with the strength of the times. The success of mass mobilization work, indeed, made a great contribution to promoting the synergy. This paper clarifies some basic viewpoints on mass mobilization work on the southern battlefield (1954-1975) and valuable lessons for mass mobilization work, boosting the strength of the entire people in the process of national construction and defense nowadays.
