Professor, Dr. TO LAM, General Secretary of the Central Committee of the Party and State President of the Socialist Republic of Vietnam attended the event and delivered an important speech, acknowledging the achievements made by the Academy and orienting key tasks in the coming time. The Political Theory Journal respectfully introduces the speech of the General Secretary and State President. The title of speech is given by the Editorial Board.
