Building a transparent and robust Party Committee of the Academy: The decisive element in achieving political missions in the new context
(PTOJ) - Over its 75-year path of construction and development, the Party Committee of the Ho Chi Minh National Academy of Politics (hereafter referred to as the Party Committee of the Academy) has consistently prioritized the establishment of a comprehensive and cohesive Party Committee across all dimensions: political, ideological, ethical, organizational, and personnel. The Party Committee of the Academy has implemented numerous innovative strategies aimed at fostering consensus and unity among its cadre, party members, and workers, thereby contributing to the establishment of a transparent and robust Party Committee. This is a crucial element in effectively fulfilling the political responsibilities assigned to the Academy by the Party and State.
1. Introduction
The Party Committee of the Ho Chi Minh National Academy of Politics is a grassroots Party organization subordinate to the Party Committee of the Central Agencies. It serves as the political core guiding the execution of the Party’s directives and guidelines, as well as the State’s policies and laws. The Committee oversees the political responsibilities of a national center dedicated to the training and development of mid- and senior-level leaders, managers, and political theory scholars of the Party, the State, and socio-political organizations. Additionally, it functions as a national hub for scientific research on Marxist-Leninist theory and Ho Chi Minh’s thought, focusing on the study of the Party’s and State’s guidelines and policies, and research on political science, while striving to establish a transparent and robust Party Committee.
Over 75 years of construction and development, the Party Committee of the Ho Chi Minh National Academy of Politics has consistently prioritized the establishment of a comprehensively robust Party buidling mission, fostering solidarity and unity to ensure the Academy effectively fulfills the significant responsibilities entrusted by the Party, State, and people.
2. The roles of Party building to maintain integrity and strength
The construction and rectification of the Party has been a crucial and ongoing mission since its formation, with the aim of ensuring the Party’s capability to lead and its merit as the spearhead of the working class, the laboring people, and the entire Vietnamese nation. The Platform for national construction in the transitional period to socialism (revised and developed in 2011) asserts: “The proper leadership of the Party is the principal factor determining the success of the Vietnamese revolution”(1). The 13th National Party Congress reiterated the necessity of “prioritizing and advancing the overall development and correction of the Party concerning politics, ideology, ethics, organization, and personnel in the forthcoming years”(2). The 4th Central Conference of the 13th tenure explicitly articulated that our nation has entered a new developmental phase, stating, “We must prioritize and elevate the efforts of Party construction and rectification, closely associated with establishing a transparent and robust political system. This mission is crucial for the survival of the Party and the socialist regime in our country”(3). During the National Cadre Conference to comprehensively understanding and implementing the Central Committee’s conclusions and regulations on Party construction and rectification, General Secretary Nguyen Phu Trong reiterated: “The Party’s leadership is the primary factor determining all victories of our nation’s revolution; thus, Party construction remains an essential task of paramount importance to our revolutionary cause”(4).
3. The establishment of constructing a transparent and robust Party Committee at the Ho Chi Minh National Academy of Politics
Since its formation in 1949, the Ho Chi Minh National Academy of Politics has undergone multiple name changes(5) and experienced several organizational modifications, including mergers and separations. These alterations have affected the structure, organization, apparatus, and name of the Academy’s Party Committee. From the initial Party cell of the Nguyen Ai Quoc School, Branch 1 (1957), to the Party organization of the Nguyen Ai Quoc High-level Party School(6) (in 1982), which featured a cohesive entity with a leadership agency, a supporting apparatus, and a network of affiliated Party organizations, the Academy has evolved into a systematic Party Committee. This superior Party Committee oversees grassroots Party organizations directly under the Party Committee of the Central Agencies Bloc, comprising eight grassroots Party Committees(8) and 27 grassroots Party cells, with over 1,800 official party members and more than 3,000 temporary party members annually.
Through the stages of construction and development, “The Ho Chi Minh National Academy of Politics has always affirmed its position and role as a national center for training and fostering leaders, managers, and political theory scientists of the Party and State; a national center for scientific research on Marxism-Leninism and Ho Chi Minh thought, political science, leadership and management science; a driving force and model for the system of political schools nationwide, making an important contribution to ideological work, theory, political education, Party history, Party building and revolutionary ethics in the Party and society”(8). In each historical period, especially in the recent period, the Party Committee of the Academy has focused on leading and directing the work of Party building, building transparent and strong Party Committees, affiliated Party cells and party members in the Party Committee of the Academy, improving leadership capacity and combating strength, achieving outstanding results, affirming the core leadership role of the Academy. The outstanding results in the work of Party building of the Academy can be summarized through the following aspects:
First, focus on guiding and overseeing the dissemination and implementation of the Party Resolution
During his lifetime, President Ho Chi Minh emphasized the necessity of “profound study to internalize the essence of the Resolution; the more thorough the study, the greater the enthusiasm and efficacy in task completion. However, it is insufficient for cadres alone to comprehend it. The spirit of the Resolution must permeate the entire Party and people, enabling all to recognize our victories, capabilities, and challenges, and to understand that our potential far exceeds our obstacles. This collective joy and enthusiasm in fulfilling tasks will ensure the surmounting of all difficulties(9).
Realizing the role and importance of the Party Resolution, right from the beginning of the term, the Party Committee of the Academy has focused on leading and directing the timely and effective implementation of the Resolution of the Academy Party Congress, term 2020-2025 and the Resolution of the 13th National Party Congress to affiliated party organizations and the contingent of cadres, party members and civil servants with a spirit of determination, innovation, urgency, seriousness, focus on key points, creating clear changes in quality, emphasizing the role and responsibility of the head of the Party Committee. Party committees and branches, especially the affiliated Party Committees of the Academy, have focused on disseminating and propagating through the electronic information portal; newsletter; thematic activities; official mailbox; through the Academy’s mass media platforms; sending communication documents via the document management and operational management software of the Academy Party Committee and grassroots Party Committees, etc..
Along with that, to concretize the goals and tasks of the 13th National Party Congress and the Academy Party Congress, term 2020-2025, the Academy Party Committee has issued an Action Program to implement the Congress Resolution; the term-based working program, directives, conclusions, regulations, plans, especially thematic resolutions(10), resolutions on key annual tasks to realize the resolutions into reality. Through implementation, it has been shown that the resolutions or directive documents issued by the Academy Party Committee are timely, correct, and suitable to the reality of the Academy Party Committee. In leadership, direction and implementation, there is a focus and key point, taking the Party’s inspection, supervision and discipline work as the key and breakthrough solution; taking the work of building, consolidating, arranging and improving the quality of the Party organization and the contingent of cadres and party members as the fundamental and long-term solution; taking administrative reform and promoting the application of information technology as a driving force. The conclusion of the mid-term review conference on the implementation of the Resolution of the Academy Party Congress, term 2020-2025, assessed: “The Resolution of the Academy Party Congress, term 2020-2025 has been seriously, comprehensively, synchronously, and uniformly implemented, truly put into practice, with many important breakthroughs, creating positive changes in the leadership and direction of the implementation of political tasks, Party building, and building a clean and strong Academy, contributing to the successful implementation of the goals set out in the Congress Resolution”(11).
Secondly, emphasize political and ideological efforts to foster unity and a strong agreement in understanding and action among cadres and party members, so facilitating the successful achievement of political objectives.
Political and ideological efforts are crucial for Party development. President Ho Chi Minh asserted during his lifetime: “If ideology is incorrect, then work will be erroneous”(12), and “unity of ideology leads to unity of action. When there is ideological unity and coordinated action within the Party and among its members, regardless of the challenges faced, success is assured(13). “Ideological education and leadership are paramount responsibilities of the Party, which requires a firm opposition to the tendency to undervalue ideology”(14). The Party Committee of the Academy is fully aware of this principle and prioritizes political and ideological work for cadres and party members, particularly during the organization of the apparatus, the execution of congresses, and the planning of leadership and management roles, as well as addressing significant concerns of cadres and party members, thereby fostering unity and consensus throughout the Party Committee.
The implementation of the Resolution of the 4th Central Committee of the 11th and 12th tenures, Conclusion No. 21-KL/TW of the 4th Central Conference of the 13th tenure on promoting the building of a transparent and strong Party and political system, associated with the implementation of exemplary responsibilities, has been directed by the Party Committee of the Academy and Party committees at all levels to be implemented seriously, with quality and effectiveness; at the same time, there are solutions to continue to overcome limitations and shortcomings through self-criticism, contributing to raising awareness, strengthening the trust of cadres, party members, civil servants and workers in the leadership of the Party, creating unity of will and action, consensus among cadres and students of the Academy. The work of training and fostering political theory for cadres and party members has been carried out resolutely and promptly. The Party Committee of the Academy and grassroots party committees have regularly and promptly grasped the ideological situation and resolved arising ideological issues, contributing to maintaining ideological stability among cadres and party members.
Third, enhance the organizational structure, prioritize personnel management, and elevate the quality of party members.
Comprehensively understanding the perspective articulated in the Document of the 13th National Party Congress, which states that “cadre work is the “key” task of Party building, related to the survival of the Party and the fate of the regime; cadres are the root of all work, the decisive factor in the success or failure of the revolution”(15), the Party Committee of the Academy has prioritized enhancing the quality and effectiveness of organizational and cadre work to meet the Academy’s practical needs. This includes refining the organizational structure by streamlining and reducing focal points, eliminating departmental and office-level organization within specialized units. Consequently, the number of departments and offices at the Academy Center has been reduced from 134 to 16, while the faculties, departments, and offices at affiliated Academies have decreased from 123 to 112.
To address the deficiency of leading experts in political theory research and education, the Party Committee of the Academy promulgated Resolution No. 13-NQ/DU on December 30, 2021, aimed at the training, development, and utilization of young cadres and lecturers at the Ho Chi Minh National Academy of Politics until 2030, with a long-term vision extending to 2045. This includes the implementation of a project focused on the establishment and enhancement of a cadre of experts, professors, associate professors, and leading scientists at the Academy during the 2021-2030 period, also with a vision towards 2045.
Continue to focus on directing the good implementation of the Party and State’s resolutions and conclusions on organization and personnel work. Many new policies and measures on training, fostering and rotating cadres have been implemented for the first time, such as the rotation of cadres from affiliated Academies to the Academy Center and vice versa from the Academy Center to affiliated Academies. Carry out well the planning and review, supplementing leadership and management cadres for the 2021-2026 and 2026-2031 periods, resulting in 505 cadres being introduced for planning (Academy Center: 326 people, affiliated Academies: 179 people). Besides, review and supplement the planning of Party committees at all levels for the 2020-2025 tenure and develop planning of Party committees at all levels for the 2025-2030 tenure; The review results for the 2020-2025 term have included 577 planning rounds at all levels; for the 2025-2030 tenure, there are 496 planning rounds. The implementation of planning work ensures democracy, objectivity, and compliance with regulations, linking planning with selection, evaluation, training, fostering, rotation, assignment, use, and implementation of personnel policies and regimes.
The Party Committee of the Academy has decisively overseen the review, supplementation, and formulation of regulations concerning personnel organization, ensuring alignment with the Central Committee’s directives; specifically, it has amended and refined the Regulations on the appointment, resignation, and dismissal of the Academy’s leaders and managers in accordance with Regulation No. 80-QD/TW of the Politburo.
The Party Committee prioritizes enhancing the quality of its members. Subordinate Party Committees consistently reinforce political and ideological education, rigorously manage members, regularly review, assess, and categorize their quality, conduct inspections, and supervise members in fulfilling their responsibilities. They also strictly address legal violations and expel members who no longer meet qualifications. Overall, the party members exhibit a strong sense of responsibility and awareness in cultivating political qualities, ethics, lifestyle, pioneering spirit, and exemplary conduct, and are evaluated as having effectively completed their tasks, thereby contributing to the establishment of a transparent and robust Party Committee.
Fourth, uphold and advance the ideals and attributes of the cadres and party members of the Party School
With a 75-year history of construction and development, although it had to change location many times due to war, the image of a school with red-coated buildings and a statue depicting President Ho Chi Minh reading a book has left a beautiful impression on generations of cadres and students. The school is a symbol of solemnity and discipline with unique, distinctive identity values that are constantly spreading, conveying positive messages and inspiration to cadres and students as well as people’s trust in the leadership of the Party and the Party’s work of training and fostering cadres over the years. Promoting the glorious tradition of the Party School, continuing the work that previous generations have cultivated and built, the current generations of cadres and students of the Academy are constantly striving to compete in teaching well, studying well, promoting scientific research to advise and consult the Party and State in formulating appropriate and effective guidelines, policies and strategies.
The Party Committee and the Board of Directors of the Academy have implemented numerous innovative policies and effective practices to disseminate and vigorously uphold the traditional cultural values of the institution named after the esteemed President Ho Chi Minh. On October 26, 2017, the Director of the Academy issued Decision No. 5029/QD-HVCTQG, which governs the cultural conduct of the Ho Chi Minh National Academy of Politics and political schools in provinces and centrally governed cities, with the objective of “preserving and promoting the traditions and cultural identity of the Party School: unwavering loyalty to the Party and the Fatherland; commitment to public service; open-mindedness, creativity, and excellence in training and scientific research; discipline in the workplace; and civilized conduct(17).
The formulation, promulgation, and effective execution of Decision No. 5029/QD-HVCTQG have engendered a tangible emulation movement within the Academy and the political schools of various provinces and cities. Through innovative methodologies, exemplary collective models and distinguished Party School officials have emerged. The cultivation of Party School culture, alongside the integration of this culture into pedagogy, research, and extracurricular endeavors, has fostered a renewed source of inspiration, motivating successive generations of officials and students to persistently strive for excellence and contribute significantly to the Academy’s advancement, thereby fulfilling the trust and expectations of the Party, the State, and the people.
Fifth, inspection and monitoring efforts are being conducted rigorously, hence reinforcing Party discipline
The Party Committee of the Academy has mandated the enhancement of inspection, supervision, and discipline within the Party to establish a transparent and robust organization, ensuring equity, openness, and transparency. This includes “conducting targeted inspections and supervisions that align with leadership requirements in executing the Academy's political objectives. Inspections and supervisions are performed in compliance with legislation and rigorously enforced”(18).
Right from the beginning of the tenure, the Party Committee of the Academy has developed and issued a program for inspection and supervision for the entire term and annually with specific groups of tasks, solutions, and targets in inspection, supervision, and Party discipline, in accordance with the situation and characteristics of the Party Committee of the Academy. The Party Committee’s Inspection Committee has developed and implemented inspection and supervision programs in a synchronous manner, avoiding overlap, but not omitting tasks, reducing the number of inspections, contents, and subjects of inspection and supervision. Directing the serious implementation of the inspection and supervision conclusions of the Party Committee of the Central Agencies and the Politburo. Timely implementing the consolidation of inspection staff of inspection committees at all levels; synchronously implementing solutions to improve the quality and effectiveness of inspection, supervision, and Party discipline work. The implementation of Party discipline ensures compliance with principles, procedures, fairness, accuracy, and timeliness, contributing to raising awareness, sense of discipline, and preventing violations among cadres and Party members.
“Party organizations and members are fully aware of the significance of inspection and supervision, as well as the leaders’ responsibilities in guiding, directing, and organizing these tasks(19). They must promptly identify limitations and deficiencies while rigorously addressing violations by party organizations and members, thereby upholding the Party’s discipline and order, and fostering consensus and trust among cadres and members regarding inspection and supervision. The management of petitions, recommendations, and denunciations concerning party organizations and members must be executed promptly and in accordance with established regulations and procedures.
However, the practice of leading the implementation of political tasks of the Party Committee also revealed some limitations, such as: the role as the political core, leadership capacity, and fighting strength of a few Party Committees and Party cells have not been promoted, as the mid-term review report assessed that “in grasping the situation, leading, directing, monitoring, and urging the implementation of political tasks, there are times and things that are not regular, continuous, and have not achieved high efficiency”(20); the quality of self-criticism and criticism of some Party cells is still limited. The capacity to thoroughly grasp and concretize resolutions, directives, and conclusions of superiors into the specific conditions of the Party Committee and Party cells is still general; there are no breakthrough solutions to overcome the limitations and weaknesses pointed out in the previous review period; The effectiveness of inspection and supervision work is not high, especially at the grassroots Party cells... These limitations and weaknesses are due to both subjective and objective causes, requiring appropriate and synchronous solutions in the coming time to overcome, promote advantages, and build a transparent and strong Party organization.
4. Guarantee the thorough leadership of the Party Committee to enable the Academy to sustain and enhance its status as a national hub for training and developing leaders and managers, as well as a national center for research in political theory
In the forthcoming years, global and regional dynamics will persist in exhibiting complexity, rapidity, and unpredictability; advantages, opportunities, difficulties, and challenges will be interwoven. This necessitates that the entire Party, including the Party Committee of the Academy, persist in innovating thought, demonstrating robust political resolve, and “establishing a united, disciplined, exemplary, creative, and effective Party Committee of the Academy; leading the exemplary fulfillment of political tasks”(21), thereby becoming a model Party Committee that is united, incorruptible, and resilient. Cadres, Party members, and students must embody exemplary qualities: diligence, frugality, integrity, righteousness, and impartiality, “serving as a role model for students at the Academy to follow(22). To fulfill this mandate, the Party Committee of the Academy must concentrate on leading and directing a cohesive, comprehensive, and unified approach to several key solutions in the near future:
Firstly, raising awareness and responsibility for the comprehensive leadership of the Party Committee for all aspects of the Academy’s work; the significance and importance of building a transparent and strong Academy Party Committee is the top priority, the key task - the decisive factor in completing the Academy’s political tasks. Continuing to “innovate, improve the quality and effectiveness of political and ideological work; prevent signs of degradation of political ideology, ethics and lifestyle, etc.; strictly maintain discipline in speaking”(23). Party committees and subordinate party cells must improve the quality and effectiveness of political and ideological education work, making the contingent of cadres and party members always absolutely loyal and steadfast to Marxism-Leninism, Ho Chi Minh thought, steadfast in the goal of national independence associated with socialism and the path of national renewal; actively and proactively fight and refute erroneous and hostile viewpoints. Strengthen measures to educate and train cadres and party members on revolutionary ethics, cultural values, and the identity of the Central Party School; regularly organize extensive, practical, appropriate, and effective political activities on Party building, contributing to improving the political capacity and fighting spirit of cadres and party members. Well implement regulations on exemplary responsibility in conjunction with regulations on revolutionary ethical standards of party members and regulations on cultural standards of the Party School.
Secondly, prioritize the effective execution of Party organization and development, enhancing the leadership capabilities and combat effectiveness of Party committees and cells; elevating the quality of Party members and committee members at all levels; establishing a cadre and civil servant workforce with adequate quantity, uniform structure, and requisite competence and quality; “diligently enforcing regulations regarding the exemplary accountability of cadres and Party members, particularly leaders; and emphasizing the recognition of exemplary and advanced cadres and Party members. Enhancing and refining the quality of Party activities, particularly those of the Party committee, while upholding the principle of democratic centralism, fostering consensus, and promoting leadership efficacy and combat readiness”(24).
Third, focus on leading and directing the synchronous and unified implementation of solutions to build transparent and strong Party committees and Party cells, associated with building units, building the Academy to become a shining example in training, scientific research, an exemplary pedagogical environment, in all activities and tasks must be truly open-minded, open, democratic and transparent; promote democracy, decentralization, and delegation of power along with inspection and supervision to prevent violations; respect talented and virtuous people, create a democratic and scientific academic environment. Timely perfect the Party Committee, Party Committee, Party cell and the team of leaders, managers, and members of the Party Committee in conjunction with the work of preparing personnel for the 2025-2030 tenure. Strictly implement the working regulations, organizational and operational principles of the Party, especially the principle of democratic centralism, strengthen discipline, especially discipline in speaking. Continue to lead and effectively implement internal political protection work, contributing to building a clean and strong Party organization.
Fourth, prioritize the innovation of leadership methods, direction, and task execution organization while strictly adhering to established working principles. It is imperative that “party committees, party organizations, and each cadre and party member must be united and cohesive; rigorously adhere to working principles and regulations, particularly the principle of democratic centralism, and reinforce discipline and administrative order; continue to innovate working styles, manners, and procedures in a specific, job-oriented, and grassroots manner”(25). Enhance the role and accountability of each party committee and organization, especially the committee head. Promptly recognize, reward, and replicate exemplary practices, while also rigorously addressing collective party committees and individuals who evade, shirk, or neglect their responsibilities, leading to delays or failures in decisively executing tasks within their jurisdiction.
Fifth, persist in renovating and enhancing the quality and effectiveness of inspection, supervision, and party discipline efforts; it is imperative to implement the ‘4 accurate”: accurate viewpoints, accurate principles, accurate mottos, and accurate methods; “elevate awareness and establish the accountability of Party committees and Party committee secretaries in inspection, supervision, and party discipline endeavors. Conduct a rigorous review and resolutedly address violations by Party organizations and members, while disseminating the outcomes of such actions. Enhance the self-inspection and oversight functions of cadres and party members, particularly among leaders and managers, with an emphasis on inspection and supervision within Party committees and cells that face significant challenges, unresolved issues, or are prone to violations.
5. Conclusion
The establishment of a transparent and robust Party Committee at the Academy has been executed synchronously, uniformly, and comprehensively through various policies and solutions, constituting the paramount task in the current context. It necessitates that “each cadre and party member must genuinely ‘dare to speak, dare to act, dare to take responsibility for the collective interest’; each Party leader and head of units must be ‘more resolute, more adaptable, more effective’; and each Party Committee, Party organization, and unit leader must carry out tasks in a systematic, rigorous, and scientific manner, ensuring clarity in personnel, tasks, progress, responsibilities, and outcomes(27). The formation of a transparent and strong Party Committee at the Academy is a prerequisite and condition for the successful execution of the Academy’s political tasks, further affirming its position, prestige, and enhancing the identity of the Central Party School within the political system and the whole society.
